Visions

The establishment of the ASEAN-China Public Health Science and Technology Cooperation Center will work with ASEAN partners to set up a more effective public health cooperation mechanism between China and ASEAN, build a scientific research base, technological innovation base and talent training base for ASEAN-China public health science and technology cooperation, and promote ASEAN-China public health cooperation to set an example for regional cooperation in the field of global health.


Missions

Guided by solving major public health problems faced by China and ASEAN countries, the Center will study strategies and measures to solve major public health problems in China and ASEAN countries, develop and safeguard regional health security, improve people's health, ensure social and economic development, and achieve the goal of building a global community of health for all proposed by President Xi Jinping.


Goals

The goals of the Center can be summarized as "4A", that is, to establish a set of ASEAN-China public health science and technology cooperation system and mechanism, produce a batch of achievements of ASEAN-China public health science and technology cooperation, train a ASEAN-China public health science and technology cooperation team, and build a ASEAN-China public health data and personnel exchange platform.


Construction Contents

The Center will implement its construction goals in the following five ways:

First, establish a long-term mechanism for ASEAN-China public health science and technology cooperation. Taking the COVID-19 and malaria prevention and control as the starting point, by holding the annual ASEAN-China Public Health Science and Technology Cooperation Conference, releasing the outcomes of ASEAN-China public health cooperation, and formulating major studies, policies and practical cases on public health security and public health in China and ASEAN countries, to gradually explore and establish a long-term operation mechanism and supporting policies for the ASEAN-China Public Health Science and Technology Cooperation Center.

  Second, carry out the ASEAN-China public health joint research and development demonstration project. Support the appropriate transfer and application of technologies in infectious disease prevention and control, public health emergency response, public health system construction, maternal and child health promotion, research and development of pharmaceutical products and other fields in ASEAN countries. Conduct joint basic or applied research on major public health issues in ASEAN countries and develop appropriate technical standards, guidelines, norms and other health tools and products.

  Third, implement the ASEAN-China public health talent training and collaboration plan. Carry out joint degree programs, short-term training for high-end public health talents, postgraduate courses in public health, public health teaching and research practices and other enrollment projects and training plans for ASEAN countries. Build an exchange platform to support ASEAN young scientists in the field of public health to work in China for a short time through projects such as young scientists.

Fourth, develop a ASEAN-China public health data resource management platform. Integrate infectious disease and public health data resources of countries in the region, optimize data resource acquisition and sharing channels, build a multicenter, networked data resource management platform by using big data, blockchain and other information technology means, and actively conduct data development tool design, platform construction and operation.

Fifth, establish the ASEAN-China joint expert group on Public Health Science and Technology Cooperation. A joint expert group will be established, relying on experts, scholars and leading talents from China and ASEAN countries who have undertaken major scientific research projects for a long time and carried out international cooperation in the field of public health, to actively conduct scientific discussions, technical exchanges and strategic development, and release joint research reports on major ASEAN-China public health issues. Provide professional support for the successful holding of the annual ASEAN-China Public Health Science and Technology Cooperation Conference.


Management Mechanism

The Center will build a management mechanism featuring "one center with multiple research networks", including but not limited to the following four aspects:

  First, help carry out intergovernmental cooperation on public health science and technology. The Center was established with the support of the Ministry of Science and Technology of the People’s Republic of China. At its request and authorization, the Center conducts research on relevant public health science and technology cooperation issues, provides suggestions for solutions, and supports the smooth development of intergovernmental cooperation.

  Second, set up sub research centers and form different research networks. The Center will set up sub research centers to form different research networks, and gradually expand according to the construction and development needs of the Center. ASEAN-China Health Governance and Development Cooperation Research Center, ASEAN-China Communicable Disease Prevention and Control Strategy Research Center, ASEAN-China Health Big Data Research Center, ASEAN-China Health System Construction and National Health Coverage Research Center, ASEAN-China Maternal and Child Health Research Center, ASEAN-China Health Technology and Product Innovation and Transformation Research Center, ASEAN-China Medical Product Regulatory Cooperation Research Center, ASEAN-China International Cooperation Research Center for Health Emergency Response, ASEAN-China Research Center for Climate Change and Environmental Governance, and ASEAN-China Research Center for Whole Life Cycle Health Promotion were initially established. Relevant scientific research teams and individuals of the partners of China and ASEAN can choose to join the corresponding research center in line with their own research field, form a research network in this field, and carry out research and cooperation under the coordination of sub research centers.

  Third, establish all-round and networking communication and exchange channels. The Center will maintain close exchanges and communication between China and ASEAN. The steering unit shall ensure that a high-level policy dialogue is held annually. The Management Committee shall ensure that at least one board meeting is held annually to review the Center's annual plan, progress and work plan for the following year. The Director of the Center shall be responsible for convening regular working meetings to discuss and dynamically adjust various affairs and policies. The Academic Committee shall hold a regular meeting every year. The Chinese and ASEAN teams under each research center should keep in touch at all times and actively share scientific research progress. For key research issues such as COVID-19 and malaria prevention and control technologies and policies, it shall be ensured that at least one technical and policy seminar is organized every year. In addition, the Secretariat of the Center will establish communication channels between the members of both sides to communicate and deal with various issues in the construction of the Center at any time.

  Fourth, establish a financing mechanism for the ASEAN-China Public Health Science and Technology Cooperation Center. In order to maintain the operation and development of the Center and offer financial support to ASEAN-China cooperation on public health science and technology, the Center will actively expand financing channels and innovate financing methods, which mainly include the following channels: First, the Center will actively mobilize research teams and partners to widely apply for scientific research projects set up by relevant government agencies, international organizations and foundations in China and ASEAN countries to support and develop scientific research in the research centers; Second, the Center will actively strive for public health science and technology development assistance projects from China and other international development cooperation institutions to ASEAN; Third, the Center will actively seek financial contributions from financial institutions, civil society and private sectors; Fourth, the Center will provide consultation and technical services related to ASEAN-China public health cooperation to the society and obtain corresponding resource support. The Center will further strengthen the fund management, properly use the funds where they are most needed, and promote the long-term sustainable development of the Center while broadening the financing channels.
